Lead-Based Paint Inspections
ASEI’s staff has conducted thousands of lead-based paint inspections nationwide. These inspections are conducted by utilizing the latest "state-of-the-art" equipment and techniques. For our inspections, ASEI utilizes the non-destructive testing method, the x-ray fluorescence analyzer (XRF) because of its high degree of accuracy in the detection of lead paint. Our staff is fully trained, licensed and experienced in testing procedures set forth by Cal-DHS, HUD, and EPA.
ASEI performs lead-based paint inspections to meet a variety of concerns:
EPA/HUD Lead Disclosure requirements: All known lead-based paint hazards are to be disclosed prior to sale or lease of target (pre-1978) housing and an information booklet must to be given out to potential buyers and renters. Potential buyers have a 10-day period to secure a lead-based paint inspection or risk assessment at their own expense.
Exemption: If no lead-based paint is found at the time of inspection, the owner is exempt from disclosure requirements to renters of multi-family housing.
HUD Federal funding/assistance requirements: In September 1999 HUD published regulations for lead-based paint standards in all housing with Federal assistance. ASEI’s staff is familiar with and posed to assist clients with the implementation of these varied requirements.
EPA Disclosure and Education prior to renovation requirements: EPA now requires all renovation and remodeling service providers to distribute an information pamphlet, "Protect Your Family from Lead in Your Home" to residents prior to disturbing more than 2 square feet in a pre-1978 property.
Exemption: There are no disclosure requirements if a lead-based paint inspection was conducted on components being disturbed and no lead-based paint was identified.
Liability reduction: A property owner may want a lead-based paint inspection conducted just for piece of mind...not to mention reducing potential liability.
Lead-Based Paint Risk Assessments
The Lead-Based Paint Risk Assessment utilizes a detailed protocol, developed by HUD, to identify the existence, nature, and severity of lead-based paint hazards. Information is first obtained from the owner/occupants of the dwelling via a brief questionnaire. Lead-based paint hazards are identified by a visual inspection and sampling areas of deteriorated paint, accumulated dust, and bare soil. All lead-based paint risk assessment reports include customized recommendations for the control of lead-based paint hazards.
ASEI performs lead-based paint risk assessments for a variety of reasons:
Alternative to a lead-based paint inspection: There are circumstances when it may not be enough to simply know if lead-based paint is present. If young children are present in a home, a risk assessment will evaluate whether the property is safe. Just because lead-based paint is present doesn’t necessarily indicate that a lead hazard is present.
EPA/HUD Lead Disclosure requirements: All known lead-based paint hazards are to be disclosed prior to sale or lease of target (pre-1978) dwellings and an information booklet needs to be given out to potential buyers and renters. HUD Federal funding/assistance requirements: HUD has requirements for all properties that are receiving federal funds. ASEI can determine requirements for your housing involving Federal funds or assistance.
Abatement Specifications
Following the lead-based paint testing, the
organization and evaluation of the data are critical phases that must be completed. This is where the decisions to abate or not to abate, what and where to abate, and the selection of methods of abatement need to be made. This information is used in the preparation of the abatement plan and technical specifications. ASEI’s staff has supervised and been involved in hundreds of abatement projects and can develop customized written specifications for any of your project needs.
Project Management & Oversight
After developing the plan and the specifications, the rules and protocols need to be understood, applied, and the work plan implemented. 
At various intervals, ASEI can assure that the project is properly supervised and engineered from the initial lead testing and analysis phase, through the establishment and implementation of programs for worker protection, testing of waste, and verification of proper waste disposal. It can be of utmost importance that projects meet their intended goals while controlling liability to the owners and others involved.
Post Hazard Control Clearance Testing
After abatement is completed, ASEI can then examine the performance of the abatement contractors and provide all proper documentation. We can prepare all final reports to document the safety and health aspects of the project, as well as the success and compliance of abatement methods. This includes worker training, medical records, disposal manifests, and final project clearance documents.
Operations & Maintenance Programs
The In-Place Management program is a realistic, economical approach to living with lead-based paint. The objective is to minimize exposure to lead by educating staff and tenants on the proper handling, maintenance and clean up of lead-based paint hazards. Reducing and controlling hazards and potential hazards can be accomplished through operations and maintenance programs and instituting essential maintenance practices.
